Thank you for reinforcing this view. A forum involves engagement with the community. Policies for a community need to be based on the needs specified by the community. This is the bottom-up process of consultation, consensus and policy-making. This practice is common in all sectors of government. For example, the outcome of the State Health Futures Forum, held a few months ago, will lead to policy development to address health issues raised by the people of NSW.
